Some new models are putting the extra wheel in the front for this reason, claiming that it offers better frontal control when dealing with harsh road conditions. This design somewhat resembles a wheel version of a snow mobile, which has two tracks in the front and a single track in the back.

A design like a snow mobile built for the harshest conditions of all is sure to provide a great design for a three wheel scooter that will provide the extra needed control in harsh weather situations.
